The Deputy of minister of communication  administrative and fiscal Dr. Kareem Mzaal Communications of  administrative head   for  communications club Sports   Praised positive results obtained by the club in tournaments and the various games they returned it a success for all employees and stressed the need to work together as one team to improve the quality of performance down to the ranks of clubs developed said that presided over the regular meeting of the twenty-seventh of the Commission's administrative Club Communications, which was held recently and stressed the need to make special efforts in preparation for the benefits resulting from the club during the coming period and discussed the meeting to discuss several issues of concern to the club and the problems and obstacles that hinder the performance of the team during his career and instructed to exchange financial receivables related to the players and the coaches and the administrative and providing an appropriate atmosphere to create a difference in preparation to fight the upcoming tournaments such as the training camps and contract with talented players and dispensing with some of those who offended us create high-Sport.

         The Ministry of Communications represented by the Technical Advisor for Mobile (Hiyam  Al- Yasiri) and a number of specialists in the first World Conference for Telecoms Future, which organized by the University of Baghdad from( 10 – 12) April sponsored  by the  Minister of Higher Education and Scientific Research, Dr.( Ali Al-Adeeb), with cooperation with the Ministries of Science and Technology, Industry and Minerals ,  ( CMC )  and private companies in order to keep up with  the latest researches and technical developments in the telecommunications sector and keep up with the massive developments taking place in the world today and reduce the technical difference,

The conference included four issues the role of research in Iraq and the vision for telecommunications networks and e-government and the security of communications as well as the necessary using the developed infrastructure. Also the conference discussed many of issues, memorandums of understanding among the Iraqi ministries in order to get benefit from these researches to improve & provide best services for the people.

Minister of Communications visit Aldubatt and Jadiriyah switches

He said that in interview with media means during his visit directory of communications & post in Basra as a result to the one of the PM said that there is a robbery & corruption in Basra, he made a tour in stores and how deal with materials.

 The state company of internet services one of the formation of the communications ministry decided to reduce its prices with a rate 15 % to increase its subscribers as well as its continue to supply the state offices with the services .The SCIS coordinated with ministry of trade to mechanism the procedures of register companies to rid of the routine, combat the corruption & mechanism the observation on the ration cards also continue the work s to rehabilitate sector cabinet of the company in Bab al- muhdhim switching as well as coordinated with other ministries to link system ( VTC ) in financial ministry through four sites which will help in make meetings besides supply AL- Samarra hospital with integrated network of internet & supply AL- DUEDI switching with services ( ADSL ) & ( WI-FI ) & new transmission network.

 In other side, the company signed a contract with AL- FADA company one of the formation of the ministry of industry & minerals to install internal internet to cover all departments of the company to provide the data & utilizing wire & wireless technologies and agreed with oil ministry to expand system of united communications in Iraq which led to increasing amounts 2500 $ monthly. The Ministry of Communications official delegation led by financial and administrative minister deputy in the ministry D. khareem Mizaal Shibi and Inspector General Abdul-Hussein Ayesh and a number of officials at the World Conference of the optical fiber, which was held in Munich, one of German cities to study the delivery of services telecommunications to homes via new technologies and of fiber-optic Uma called cable optical in order to improve the quality of these services and increase their efficiency to a new level along with social benefits and promote economic growth.
   The significance of the conference for its interesting idea about a new world has a means of entertainment offered by these networks, as this confercence may considered one of the biggest gathering  kind in the world in this field and outlines the various benefits, whether social, economic or environmental that could be created by cable optical and delivery to home (FTTH) will also discuss funding issues and the regulatory environment has included the agenda of the conference put forward the latest solutions developed by industry leaders and success stories all over the world and expectations of the consulting firms and debates regulatory and experiences and to study the obstacles to the deployment of fiber optic networks, one of the new technologies very in the field of communications.

COMMUNICATIONS IRAQI SATELLITE

The ministry of communications found out on the intentions of Israel  to launch industrial satellite on the orbit from the orbit of Iraq ( 65,45 ) next year and pointed out the industrial satellite of Iraq shall be within next three year with cost of 150 millions $ .

The senior deputy of communications ministry Mr. Ameer al-Baa’ty said to the Mustakbel  newspaper there are plans from regional countries to launch satellite on the orbits & frequencies of Iraq , among them Israel which tries to launch satellite on the orbit of Iraq in ( 45,65 ) and added the Iraq refused all these requests.

Al-Baa’ty pointed out that the Israel intends to launch satellite at the early 2013. He mentioned that the Iraq sent indirect message in INT. Radio conference to refusal this project.

The deputy asserts that the Iraq surrender its rights to launch satellite in 2001 a letter received  from ITU to establish satellite but Iraq because of the circumstances didn’t answer the ITU therefore our right benefit next country which is France exactly ( youtelsat ) company . The deputy has expects to launch satellite within next years with cost of 150 million $ and added that the staff of the ministry to implement this project insufficient and depend on the Iraqi staffs outside Iraq to implement it. And pointed out the ministry sought to utilize this project for commercial purposes such as transmission satellites, internet & all data services.

      The Iraqi delegation has participated in Int. radio conference 2012 in Geneva from 23/1/2012 to 17/2/2012. The Iraqi delegation represented by Mr. Ameer al- Baaty, technical deputy of the Iraqi communications with the participation (CMC) represented by general secretaries & engineers in radio frequencies with participation many countries of the world in this conference.

The conference held each four years to discuss and study all issues concerning in frequencies. The deputy has met Dr. Mohammed Qaher deputy of Iranian communications ministry. They have discussed  all the issues concerning between the countries and the suggest visit to the H.E the Iraqi minister of communications to Iran to activate the memorandum understanding that signed by the countries as well as to discuss border access .

 As well as they have discussed means of cooperation to develop Iraqi staff in communications field and get benefit from Iranian experts.

     The technical deputy Mr. Ameer AL.Baaty said the project GBI through utilizing the strategic location of Iraq in the middle east shall create change in motivates the projects which contribute improve the service in various sectors in different countries.

  Mr. Ahmed MKEY, member of board council & executive director for Int. Bridge Company (GBI) said this project shall contribute to link Iraq with our system to support infrastructure of Iraqi communications especially Iraq has  good promise opportunities also he added we are our first company operate submarine cables in the region with Gulf consultancy group using fiber optical technologies to submit high capacity  knowing increasing requests these services .

       It is worthy of mention that the company GBI established 2008 with investment 445 million $ for first stage of project complete successfully in providing capacities reached to 100& 40 GBI  to exceed more than others which are not more 10 GB  . The cables install for 13 thousands kilometers to link the countries in Gulf Arab besides Iran & connect the region with AISA across BOMBY to Europe across Croatia to the rest of Europe across London ,Frankfort ,AMESTRADOM ,MERCESSLA & ISTANBUL AS WELL AS this system desiged to work for periods 25 years with high efficiency to meet the increasing needs in the region.

The technical engineering stuff in ITPC has started to implement many projects to improve the service and the communications and to rehabilitate the fiber cable with a capacity of 48 fiber in Samara entrance and to lay a fiber cable with a capacity of 24  among ( Shamal, Rabei, Khairawn, Mafraq Snjar)  in addition to prepare the wireless switch position in AL-ghadeer switch and to lay a fiber cable between Kufa and Maisan, other side a new network has been completely installed in Zankura in Ramady and the communications center building in Alsheik hadeed / al jazera / Al ramadi.Working is continuous to rehabilitate Al-zhara complex /Maisan and to lay a new cable between Kut and Alahrar and it is completed by 90%. The ministry is going on its way to improve the service to the subscribers by expanding the communications complexes.

The lucent company has held a symposium in ministry of communications, by the presence of H.E Mr. Mohammed Alwai, technical deputy, infrastructure consular, GD of SCIS, the GD 1^st assistant manager of directory of foreign relations and media and many other engineers.

The symposium was the suggestion to modify (TDM) of Alkatel Lucent (NGN) to become NGN generation to make able to implement networks optical fiber which enables the ministry to serve the subscribers of internet, video conference as  the participants has an open session with the company about the modifying process to turn it to IMS.

IRAQI MOC / SPECIAL ATTENDANCE IN CONFERENCE OF ITU TELECOM 2011& DISCUSS ACTIVATE BROAD BAND

Iraq has participated in conference of ITU telecom 2011 represented by technical deputy with attendance number of countries & communications companies to unified the efforts & exchange the experts & means of updating communications over the world to improve this sector in the developing countries through knowing on the developed technologies .

 Mr. Baa’ty had met during the conference which held in Geneva with general secretary of ITU Mr. HAMDOON TORA and discussed with him means of cooperation and support which could be submitted for Iraq as well as he met Indian communications minister Mr. Sabbel to enhancing the relations between the countries & to benefit from Indian experience to develop the employees of the ministry.

 At the same time, held summit leaders of board band for digital development attended by Baa’ty besides the heads of participated delegations, international organizations & specialized companies to achieved international summit for data community to spread service board band as for its role in social & economic development in the developing countries.

 It is worthy of mentioned that ITU held annually to exchange views & data to be scientifically to develop communications abilities over the world.

The H.E has opened new wireless system in Bable.

H.E Eng. Mohammed Tafiq Alawi has opened the new wireless system in Bable companied with the governor Mr. Mohammed Ali Almasudi. And many other members, the G.D of the ITPC, many officials in the ministry and ITPC has also contributed.

H.E has praised the employees’ effort for their hard work to work out this project; he also thanked the governor for his support to the communications and postal sector. The governor of Bable has showed his happiness to open such project showing that it was the result for dedicated work and working in team to provide the service to larger number in the governorate.

Mr. Alawi has also met the expatriates in the governorate on the occasion of holding the expatriates Festival he listened to their opinions, suggestions and their views for all Iraq issues as political, social, economical and the ruins care especially in Bable. H.E has show that the country is passing through new process, but it just needs time to prove it.

Free internet service to all universities of Iraq

The SICS show its readiness to provide all universities of internet service in the second seminar of (2011-2012).

Mr. Salim Abidhassan the technical assistant has announced that, as he assured that there are two ways of providing this service the first is total free in the university or the college to help the students get the benefit of this service to use via their laps or even mobiles.

The second way is to by supporting of SICS to provide all universities with supported prices to make use of this service, showing that the ministry of finance has make a sum to the ministry of higher  education and research concerning internet service. To all its universities equally. Prices will be supported which help to prove the cultural policy that the SICS is following to the most important society helping to build the new country of Iraq.

The minister of communications Eng. Mohammed Tawfiq has met the committee of labor and service in Iraqi parliament, the secretaries in the committee of media and communications, and many other specialists to make a cycle meeting to make the broadcasting band policy and to make offer by the ministry to study the communications in Iraq, the inquiries to implement the e-government, Baghdad and the governorates security project, which may require a high quality of broadband to cope the i-tech countries.

         The ITPC intends to build the biggest information and data center in the country to give the hosting chance to all the ministry’s servers, the other ministries servers will also have the chance to save all data and information provided with all its needs. IT manager in ITPC Mr. Ahmed Abdulrazaq has announced that the project will enable all governmental establishments to use it after keeping their information and data in their own equipments that will be installed in Al-rasheed switch.

Questionnaire about the internet use by the ministry of communications

 SCIS has done a questionnaire about internet use in Iraq comparing the number of users with the service that the company is offering, the process has covered eight governorates and about (1103) people, 79% among those are using it while 21 of them mentioned as none using. The application paper has a variety of questions and data to give the details about the questionnaire due to the users’ usage, the supervisors are anticipating that the number will increase.
Which mentioned is that the process considered as the first one done by the company, to reach the proper information to offer the best and to earn more users.

Dewania communications has a campaign to reform the service

The directory of communications in Dewania has implemented a big campaign to reform the service to rehabilitate the cables and earth phones in many different neighbors in the governorate in order to develop the service to the subscribers. Most of the stuff has contributed in this campaign with coordination with governorate council to give success to this campaign to include more than 90 lines and many cables with different capacities and many inner and outer networks. About 50 lines have been fixed also in Sumer. 36 damages and 200 cables have been fixed in AI-Dahgara complex. In AL bideer complex 25 damages have been fixed in many different neighbors. The developing of post and network observation was one of the campaigns to fix up the damages quickly.

The state company for internet service one of the forms of the M.OC started service VTC in AL-KADHMIYA hospital to develop functional & service performance this service shall assist to held meetings with voice & vision among health institutions connected with this system to abbreviate time & effort .

The technical & engineering staffs in the ministry of communications have supplied the ministry of health this system and connect the minister's office with the administration of AL­KADHMIYA hospital , health institutions & medical collages according to the plan to supply state institutions with this plan .Its worthy of mentioned that this system was experienced successfully in the communications ministry ( supplier ) .

In an other side, it was signed partner contract for along time with NORWZTEL Company in transfer data information. The North route started between the H.Q o the company with Turkish access and South route with Arab Gulf across Kuwait & SUADI with possibility to expanding toward West to connect with Iran & east with Jordan & SURYA to establish integrated network for transfer information & data to make Iraq key to connect west with east & Gulf with Europe.

This project as first step followed by steps to create new routes to improve efficiency of internet service besides financial revenues.

The administrative deputy of the communications ministry Dr. Khareem Mizil Shibi had visited the Tower of Mamon. He had checked the location and he showed his direction to the workers in the Tower, he also had listened to the workers and knows the details. He directed the workers to keep on and to follow up to earn time. He assured the worker that his highness will re-check the directions given to them as hygiene and service in the departments of Mamon switch.    The Iraqi delegation headed by engineer Ameer al-Ba'aty, technical deputy & officials have participated in meetings of Arab conference for communications & information which started its Fifteen session in Lebanon.

       AL-BAA'TY said in his speech should submit all kinds of support to actions of Arab teams in this field , initiative of road map to internet government &  observation electronic materials also he stressed necessary to held communicate the Arab countries & active participation in next  international conference of communications  ( WRC-12 ) & importance  the project of  public Arabian upper scale and its affects to keep Arab heritage and increasing access to internet and work  to overcome the technical problems which prevent using Arab language.

A mutual cooperation with SISCO to provide internet to Kut and Babil governorates

 The governorate council and Kut governorate have been supplied with internet service by a ground system GE SISCO i-tech German made as test service to find a kind of cooperation with all governorates councils. Taking the cooperation with SISCO and SCIS as example which was the result to install more than 20 VSAT systems to provide the governmental establishments with internet service.      

THI QAR COMMUNICATIONS: CARRY OUT FIBER OPTICAL CABLES TO DEVELOP INFRASTRUCTURE      

  The technical & engineering staff in THI QAR communications started implemented install fiber optical cables one of them with capacity of (24) extension between NASIRIYA & KUT governorates to the high ways implemented by SUR ALEN company with supervised  by the directorate with cost of ( 1 billion ) ID within 5 months .

        IT is important project shall connect NASIRIYA governorate with KUT governorate & works as connector between BASRAH & MUTHNA governorate with WASIT governorate across NASIRIYA to increase current capacity to develop the infrastructure to meet the developments in the projects as in telephone service & internet.

The directory of foreign relations and media has organized a blood volunteering campaign by coordination with national blood bank Sponsored by minister of communications Mr. Mohammed Tawfiq Alawi; 121 officials had contributed in the campaign to make it available to those patients are staying in the hospitals who are suffering from anemia and other disease which are in very need of this blood. The minister of communications has met the head of transportation and communications committee in Baghdad governorate council 

We hope to increase the number of the subscribers of our national network of the earth link phones, and to encourage the users to use network for its reasonable price.

That was in the meeting between the minister of communications and Mrs. Suher Al-jubory the head of the transportation and communications committee in Baghdad governorate council, H.E has ensured that's necessary to coordinate among the government establishments to do their best, to give the chance to the users to use I-tech which available to everybody nom.

Cooperation will be between the ministry and Baghdad council to build new buildings to for the ministry, as they will give the designing, technical qualifications to complete these complexes perfectly, this work is already started to find lands to build these complexes in Alsadr City, Alshula and other governorates.

Many services will be included in these centers, like communications centers, computer training centers, to stuff working with governmental establishments, conference room provided with modern equipments to be multi use, post centers will work by ATM to give the retired salaries and insurance networks with thumb sign.

     The communications ministry with coordination journalists & media union  have organized big campaign to denote blood with cooperation national center for traffic blood on Wednesday 3/ 11/ 2010 in H.E of the ministry to support national & human efforts to help casualties of terrorism attacks.

Big participation for communications ministry in Baghdad international  fair

The ministry of communications has contributed in the brothers meeting festival the seventh, which has been held on the international railway station in Baghdad, Monday 25-10-2010 for 5 days.

 On the behalf of the minister of communications Mrs. Khairia Al-Mousaway has represented the ministry of communication for invitation by the minister of culture Mr. Maher Deli. There was an exhibition for different crystal, cups dishes with stamps printed on these dishes. Advertising speed post, postal folders. Fliers, and so many books were offered by the researcher Mr. Zain Al-nakhshabandi one of the employers I the postal directory.

The ministry of communications is implementing Baghdad micro project

         The ministry of communications has implemented Baghdad micro project to maintain the communications, and to avoid any error may affect it, hard effort by the technical and engineering stuff, in cooperation with one of the foreign companies has completed this project by three stages, at August they started to install micro equipment in 23 station, Baghdad, Dubat,, Khansa, Al Husseinia, Ghadeer, Al-fida, Talibia, Ameen, Zafurania, Ilwia, Jadirai, Shula, Abu Grab, and Baghdad international airport. With a capacity of 1STM  and 1+7 to maintain the switches, to connect these switches and all services offered by them to all communications sectors like cell phone companies, this project will increase the quality of communications and its stability, this project works with security system  by connect it with optical network, the project also strengthen communications infrastructure, hopefully the second stage will start in next June by adding 9 optical joins like Alrasheed, Al jihad, and it end with end of the next year as the third year.

 This project listed on the Japan and the World Bank donation to reestablish the communications sector as integral communications system, to provide the best service in the communications sector in Iraq.

COMMUNICATIONS MINISTER CALL FOR NECESSARY ENCOURGE INVESTMENTS IN CONSTRUCTION & DEVELOPMENT SERVICES.

       The communications minister, engineer Farooq Abdul Qader, call for encourage investment opportunities & participate private sector from specialized companies in communications sector to develop it especially, financial allocation insufficient to reconstruction.

High Excellency addressed his speech in the monthly conference which held by ITPC on Wednesday 13/10/2010 with attendance director general, many of officials & directors of communications in Baghdad &  governorates to discuss means of development services which are provided by the company for the customers he added we can not progress without wide participation in investment field and the ministry should put into consideration  the communications as priority due to our ministry  contribute to provide  more revenues.

His Excellency acquainted to the last projects which implemented by the ministry and its forms such as wireless project instead of fixed telephone and project of IN cards it is expected to be effected next month . Also he acquainted to the problems and means to overcome and provide requirements to achieve advanced steps in the work.

The conference included many issues such as internet & accelerates to provide it with high efficiency in all directories as well as discussion investment the fixed telephone which reached to the final stages.

The conference deal with project of submarine cable which will link Iraq with world countries through extend submarine cables in Arab culf water to join Asia & Europe across Iraq and using non- central control through new complain number ( 123 ) to link all directories and receives complains of customers  centrally.

IRAQ PARTICIPATE IN THE UNVERSAL CONFERENCE FOR COMMUNICATIONS

  The Iraqi communications ministry participated in the Middle East universal conference for communications for 3-8/10/2010 in Dubi represented by high Excellency the engineer Farooq Abdul Qader, director general in the communications & internet companies & officials with attendance more sixty operators' communications service.

High Excellency addressed his speech explained that the communications the main core & vibrant for communications in all the world countries. The ministry seeks to the generalization concepts the community of information & economic as main factors for economic development in Iraq through provide advanced technology for communications, information & human resources as well as the role of ministry in the region for last two years & achievements and stressed to call Arab & international companies to investment inside Iraq to provide financial resources & infrastructure to all communications service & internet.

 The engineer Kassim M. Jassim director general of the ITPC addressed on technology bandwidth. They have discussed in the conference utilizing technology LTE to exchange Wimax technology. In the 3rd day the directors general of the communications & internet said about the investment and how to affect it to serve the companies & ministry.

There were several meetings with international & Arab companies resulted good news will be tangible in the near future   on the communications sector in Iraq.

M.O.C: WINNING ON MARTYRS ESTABLISHMENT IN GAME

   The communication ministry team winning on the martyrs' establishment 8-0 in football game made on Sunday 10/ 10/ 2010 in academy stadium in international SHAHIB stadium in Iraq fifth championship which sponsored by minister of sport & youth organized by sport & physical education directory .

 The communications team recorded 3 goals in the first round & 5 goals in the second round. The championship arranged according to the system individual failure.

 They will select best player from the participants' teams to form team of Iraq establishments which cared & sponsored by supreme juridical council and participated it in foreign championship especially there is a call from Arab league. The first championship made in August 2009 which winning by interior ministry team while our team fifth ranked & cup ideal team.

Experimental Test with Smart Card for Fixed Telephone in AL-Jadiriya

    The experimental test according to the system smart card (cards) for fixed telephone in AL-KADHIMIYA switch after finishing it successfully in AL-JADIRIYA site which will last for 3 weeks.

This system shall be affected and the customer will witness the decrease using telephonic bills gradually in different switches in Baghdad & governorates.

An official source in the ITPC the working is still working & will choice ideal switch with specifications & telephone networks and after that generalization on all switches.

All these achievements by ordering the minister of communications, it is worthy of mentioning that there are two kinds of cards. First cards works for fixed telephone in homes & others moveable cards can be used by the customer with any fixed telephone and shall be three categories 5000 / 10000 / 20000 / Iraqi Dinars.

M.O.C: EXECUTION SIX WIRELESS STATIONS IN BAGHDAD

  The engineering & technical staff in the ministry of communications (ITPC) implemented six wireless stations with a rate 100% in both sides of Baghdad. In Rasafa executed stations in switches Hay al-Wahida, AL-Adhimiya club & AL-Jadiriya. In kirkh ABU GHRAB, MANSOUR & site of Abraham Abn Ali switches.

 In other side the of Deyla communications & post directory install fiber optical cables for distance 5km in KHRINABAT region & fiber optical cable for distance 100 km with capacity of 24 extension with route AL-HWER to AL-JABASH across Basra .
